Windcrest NO to 7-11 Bond

 The 7-11 Bond is terrible.  Borrow $7.3 Million for 20 years totals $11 Million.

All Windcrest voters should vote NO to the two Bonds.  $7.4 Mil for Streets, which will ONLY repair 7 Streets.  OK, exactly what does Street Repair entail?  The projected cost involves three different types of repairs. 
8" Mill/Overlay @ $89.40 per Sq Yard  (engineers says normal depth 2-10")
3" Mill/Overlay @ $27.62 per Sq Yard
Slurry Seal         @ $27,62 per Sq Yard   (All streets were had this in 2006)

Below are the 7 streets identified in the report with the projected cost of $7.4 Million, that will cost , $11 Million, over 20 Years.  Note: some streets get portions of each type of repair.
 
Balfour            8" Mill/Overlay, 3" Mill/Overlay and Slurry Seal.
Crestway         3" Mill/Overlay
Eagle Crest     8" Mill/Overlay
Fenwick          8" Mill/Overlay,   3" Mill/Overlay, Slurry Seal,

Windsor Hill   3" Mill/Overlay and Slurry Seal

When you think of Street Bond to repair streets one thinks of a total repair.  NOT the case here.  The 7 streets proposed for repair include, 6" overlay, 3" overlay and "Slurry Seal."  Read the engineers report carefully, the report indicates the repair to Midcrown alone could use the entire 7.4 Million, depending on what damage the contractor finds has occurred to the road base.  The engineer has indicated removing 8", but also says damage below that depth shall be repaired. 
  The Engineer states the normal removal is from 2" to 10", yet his estimates is for 8".  What will be the cost of the additional "2"?  No indication in the report.

 The Fire Department $2 Million Bond was pure guess work, no documentation at all.  This $2 Million is 15 years and will total $2.8 Million.  Council discussion on Sept 5th indicated they could use some of this $2 million to fund a full time Fire Assistant.  In other words, they have already decided this bond is NOT just for a Fire Truck and Equipment, it includes staff.

  This council (three outgoing) have NOT allowed the Volunteer Fire Association to Fund raise this year at all.  No picnic this year, no Donations collected this year at all.  None.  These three are not concerned with the safety of Windcrest citizens, they want you in debt.  Vote NO to both bonds, Windcrest can trim the budget fat and do street repairs.

Windcrest Scandal Expanded

 Windcrest investigations have discovered another ruse used by the Petition committee.  Citizens were shown a hand written paper with headings of Street Repair and Economic Development issues as the reason for the Petition.  This fiacso is becoming worse by the hour.  A petition committee member posted today that the 'final review' should be done today.
  Below is the City Attorney's letter informing the Petition Committee that the petition was not in compliance.   The attorney also stated the committee may not be able to 'cure' the petitions.

Revenge-Windcrest Springbrook Incentives

  Windcrest Springbrook Senior Development request Tax incentives for 15years.  The Windcrest Economic Development Corporation (WEDC) previous executive director , Robert Colunga, stated he was contracted to receive $1 Million Dollars commission for his efforts in securing nearly $7million dollars in Tax Incentives.
  Mr. Walt Busby, the Windcrest Springbrook Senior Development spokesman for the Windcrest Springbrook Senior Development Investors introduced Mr. Robert Colunga as his assistant during a 2018 presentation to Windcrest City Council.  Just a few months later, Mr. Robert Colunga sued the City of Windcrest Mayor because he figures the Mayor caused the developers to cancel his consulting contract which should have netted him in exceeded $1 Million Dollars.   
  Recently the Windcrest Springbrook Senior Development Investors stated they no longer employ Mr. Colunga.
  Mr. Colunga says he had a contract to received 15% of incentives obtained from Windcrest, which would total over $1 Million dollars.  Mr. Colunga would have to pay his team a portion of those earnings to seal the deal. 
  Windcrest City Councilman, Gerd Jacobi, James McFall and Jim Shelton were solid supporters of Springbrook Senior Development until Mr. Colunga was terminated by Springbrook Developers.  Since that terminations these councilman concocted a 'noisy' recall petition, the very thing the Springbrook developers warned City Council that they did not like- Noise!   They like it Quiet!
  Mr. McFall stated during council meeting that Revenge was normal, bottom line.  Does this mean McFall, Jacoby and Shelton took revenge on Springbrook for discharging Robert Colunga?  After all Mr. Colunga no longer has $1 Million Dollars to split with his team.  Revenge?

Granicus the Worst

  Granicus is currently used by the City of Windcrest as the Official minutes of the City Council Meetings.  Problem is Granicus does NOT function correctly.   Granicus has many problem and is probably the worst product available for recording official municipal minutes.
 
  Granicus seems to think once they have sold the product to a city they can ignore the problems with their product and simply point their finger elsewhere.  They do NOT respond to email inquiries as to the issues of failed recordings.

  In many industries "Customer Satisfaction" is considered the number one issue needed to increase product market share.  Word of mouth and good referrals from current customers is always highly sought after.  However, Granicus on the other hand, feels once you sign a contract, you are at our mercy. 

 Does Granicus care about Customer Satisfaction?   Evidently not, as for the past few months Granicus has failed to record the official minutes of Windcrest City Council.  Windcrest has resorted to recording official meeting via a tripod mounted video camera.  The quality of the sound is terrible and the video is not much better.

 If you are a Granicus customer you should have a Tripod video camera ready in the wings because you will need it soon. 

 An inferior product ultimately overloads the tech support department, then the customer has to resort to tripod video cameras as a work around for poor tech support.

It's high time to ditch Granicus and purchase a product that actually works as advertised.
