Alan Baxter has FILED for Mayor!

  This guy has absolutely No Moral Character at all.  His foul mouth tirade with a past fire chief really showed his true Character, now he wants the citizens to forget and forgive. 
  Not only has he filed for Mayor for the 2019 Windcrest elections, he was just hired at Schreiner University which is some 75 miles from Windcrest.  He was the head golf coach of Our Lady of the Lakes here in San Antonio until this summer when he was quietly released only to surface some 75 miles away at Schreiner University.
  It makes one wonder what address did he provide this university?  He is even eligible to run for Windcrest Elections because he does NOT live here?   Yes, he owns a home here which is rented and he has used his mother's address for years on many documents.
  Even one of his co harts on council, Gerd -Jake- Jacobi has filed for council.  Jake is like to motion to table things on agendas to cut the run from under the current Mayor.  Windcrest citizens voted Jake "Out" during the last election.  So why has he filed again?  Jake has a serious character flaw, one that Windcrest does not need nor deserve. 
  This makes one wonder if McFall and Shelton will also file for Windcrest Council before the deadline to file.  Stay tuned for that action.
  Jacobi, McFall and Shelton are three responsible for the .08/1000 tax increase this year.  Windcrest needs to keep the current council. This council is trying to clean up the mess created by Baxter and his 3 amigos, but the huge mess will take a few more years to correct.

Windcrest NO to 7-11 Bond

 The 7-11 Bond is terrible.  Borrow $7.3 Million for 20 years totals $11 Million.

All Windcrest voters should vote NO to the two Bonds.  $7.4 Mil for Streets, which will ONLY repair 7 Streets.  OK, exactly what does Street Repair entail?  The projected cost involves three different types of repairs. 
8" Mill/Overlay @ $89.40 per Sq Yard  (engineers says normal depth 2-10")
3" Mill/Overlay @ $27.62 per Sq Yard
Slurry Seal         @ $27,62 per Sq Yard   (All streets were had this in 2006)

Below are the 7 streets identified in the report with the projected cost of $7.4 Million, that will cost , $11 Million, over 20 Years.  Note: some streets get portions of each type of repair.
 
Balfour            8" Mill/Overlay, 3" Mill/Overlay and Slurry Seal.
Crestway         3" Mill/Overlay
Eagle Crest     8" Mill/Overlay
Fenwick          8" Mill/Overlay,   3" Mill/Overlay, Slurry Seal,

When you think of Street Bond to repair streets one thinks of a total repair.  NOT the case here.  The 7 streets proposed for repair include, 6" overlay, 3" overlay and "Slurry Seal."  Read the engineers report carefully, the report indicates the repair to Midcrown alone could use the entire 7.4 Million, depending on what damage the contractor finds has occurred to the road base.  The engineer has indicated removing 8", but also says damage below that depth shall be repaired. 
  The Engineer states the normal removal is from 2" to 10", yet his estimates is for 8".  What will be the cost of the additional "2"?  No indication in the report.

 The Fire Department $2 Million Bond was pure guess work, no documentation at all.  This $2 Million is 15 years and will total $2.8 Million.  Council discussion on Sept 5th indicated they could use some of this $2 million to fund a full time Fire Assistant.  In other words, they have already decided this bond is NOT just for a Fire Truck and Equipment, it includes staff.

  This council (three outgoing) have NOT allowed the Volunteer Fire Association to Fund raise this year at all.  No picnic this year, no Donations collected this year at all.  None.  These three are not concerned with the safety of Windcrest citizens, they want you in debt.  Vote NO to both bonds, Windcrest can trim the budget fat and do street repairs.

Windcrest Scandal Expanded

 Windcrest investigations have discovered another ruse used by the Petition committee.  Citizens were shown a hand written paper with headings of Street Repair and Economic Development issues as the reason for the Petition.  This fiacso is becoming worse by the hour.  A petition committee member posted today that the 'final review' should be done today.
  Below is the City Attorney's letter informing the Petition Committee that the petition was not in compliance.   The attorney also stated the committee may not be able to 'cure' the petitions.

Revenge-Windcrest Springbrook Incentives

  Windcrest Springbrook Senior Development request Tax incentives for 15years.  The Windcrest Economic Development Corporation (WEDC) previous executive director , Robert Colunga, stated he was contracted to receive $1 Million Dollars commission for his efforts in securing nearly $7million dollars in Tax Incentives.
  Mr. Walt Busby, the Windcrest Springbrook Senior Development spokesman for the Windcrest Springbrook Senior Development Investors introduced Mr. Robert Colunga as his assistant during a 2018 presentation to Windcrest City Council.  Just a few months later, Mr. Robert Colunga sued the City of Windcrest Mayor because he figures the Mayor caused the developers to cancel his consulting contract which should have netted him in exceeded $1 Million Dollars.   
  Recently the Windcrest Springbrook Senior Development Investors stated they no longer employ Mr. Colunga.
  Mr. Colunga says he had a contract to received 15% of incentives obtained from Windcrest, which would total over $1 Million dollars.  Mr. Colunga would have to pay his team a portion of those earnings to seal the deal. 
  Windcrest City Councilman, Gerd Jacobi, James McFall and Jim Shelton were solid supporters of Springbrook Senior Development until Mr. Colunga was terminated by Springbrook Developers.  Since that terminations these councilman concocted a 'noisy' recall petition, the very thing the Springbrook developers warned City Council that they did not like- Noise!   They like it Quiet!
  Mr. McFall stated during council meeting that Revenge was normal, bottom line.  Does this mean McFall, Jacoby and Shelton took revenge on Springbrook for discharging Robert Colunga?  After all Mr. Colunga no longer has $1 Million Dollars to split with his team.  Revenge?

Granicus the Worst

  Granicus is currently used by the City of Windcrest as the Official minutes of the City Council Meetings.  Problem is Granicus does NOT function correctly.   Granicus has many problem and is probably the worst product available for recording official municipal minutes.
 
  Granicus seems to think once they have sold the product to a city they can ignore the problems with their product and simply point their finger elsewhere.  They do NOT respond to email inquiries as to the issues of failed recordings.

  In many industries "Customer Satisfaction" is considered the number one issue needed to increase product market share.  Word of mouth and good referrals from current customers is always highly sought after.  However, Granicus on the other hand, feels once you sign a contract, you are at our mercy. 

 Does Granicus care about Customer Satisfaction?   Evidently not, as for the past few months Granicus has failed to record the official minutes of Windcrest City Council.  Windcrest has resorted to recording official meeting via a tripod mounted video camera.  The quality of the sound is terrible and the video is not much better.

 If you are a Granicus customer you should have a Tripod video camera ready in the wings because you will need it soon. 

 An inferior product ultimately overloads the tech support department, then the customer has to resort to tripod video cameras as a work around for poor tech support.

It's high time to ditch Granicus and purchase a product that actually works as advertised.

Lies Yet Again- McFall again pushed Un Truths!!

 During the Dec 4, 2017 City Council meeting Councilman James McFall defended his agenda item for changing City Council meeting to ONE per Month, on the 3rd Monday.  McFall stated: The City Charter says, One meeting per month to be held on the 3rd Monday.  When asked where in the Charter was this written.  MCFall, declared "It's up to you to find it!"
  This is the normal "intimidation" employed by the previous council.  McFall was talking out of back side, because the Charter states NO SUCH THING as was Noted by new councilwoman Joan Pedrotti during the discussion of the agenda item.
  McFall, Jacobi and Shelton took turns making Motions to Table agenda item after agenda item!  You have to watch the video to understand the mayhem.
  The one Major agenda item concerned the Windcrest Volunteer Fire Department, Bugle Crew.  Seems there is something AMISS in the organizations filings.  Without offering any additional information Jim Shelton motioned
   Authorizing the City Manager to enforce the exclusive Authority of Windcrest Volunteer Fire Department Bugle Crew, to represent the City and WVFD in connection with Fundraising.  To include attorney fees.  This is the 1st time FUNDRAISING has been mentioned. Mmmmm??

Light up is only a few day away, Dec 9th and things are not in order.

Free Room and Board in Windcrest

  Windcrest's new Fire Chief takes over, fires several long time firefighters.  Empties the Dorms for himself.  After arrival the Fire Chief declared the Fire Dorms a total mess, in need of major repairs and proceeded to shut them down.
    One Dorm is currently completely empty and shut down for repairs.  All residents, but one, of the other Dorm were told to vacate the dorm.  Why?

  Answer: The Fire Chief  moved in!  Yes, the Dorm is good enough for the Fire Chief.  He now resides in the nearly empty Fire Dorm.  Free utilities, free yard maintenance, free Internet and Free Cable TV.  He probably pulls rank for control of the TV Remote too.

  Volunteer Fireman lived in those dorms.  The Dorms are Not for full time paid employees.  You would think his salary would be reflect the additional benefit.  Nope, Sorry, he gets the full paid employee package, Plus FREE room and board. 

  If he ever had any integrity he sold it taking on the mayors bidding.

  Why is a paid employee allowed to reside in the Dorm?

Resign-Windcrest Ricky Cockerham

This Council Person should be recalled.    The video below is from when he spoke at city council.  He mentions honor, pride, citizenship, being a veteran etc.  He failed to mention he was charged with a Felony after a Grand Jury indicted him.  Mr. Cockerham,  plead Guilty to a reduced charge in lieu of a trial.    Enough said.

 The charge is Public Record, available to anyone at the Bexar County Court House.  Windcrest deserves people with Integrity and honesty on City Council. Mr. Cockerham has proven he lacks both, but failed to disclose that fact.   Rick Cockerham should withdraw from the elections and/or Resign immediately.

Where did Windcrest Street Repair Money Go?

  For the past several years, Jim Shelton, Street Committee said, street repair will start after light up.  Last night Jim Shelton said in a very  arrogant attitude,  If the Citizens want their streets fixed they will vote for the Bond.

  Re-run: Reduce the tax rate every year, spend money on Pond lighting +$350,000, little league fencing +$250,000, but very little on the streets.  Where did the money in the street fund go?  The street fund may be included in the "Rainy Day" fund, or emergency operating fund.  There is doubt that Windcrest has 4 months of emergency funds AND a 2 million in the Street Fund. Why else the Bond proposal?

  Mayor Baxter like to dress down the Volunteer Fire Association  on their Fund raising, indicating they lost money on the Gala.

  Says, he has seen the Gala figures and they are not what was reported..  Really?

  Alan Baxter started the Gala and guess what.  There has NEVER been a detailed accounting for the money spent on the Gala or the proceeds from the Gala.  All Baxter ever says is "Made more than Ever", 'Did really Good", Thousands of Dollars Profit", on and on.  But there has NEVER been a detailed accounting of the Gala event.

  Before Baxter took over, the Volunteer Fire Department use to post on their outdoor marque the amount made from the Picnic etc.  Actually amounts were posted for all to see.

  Last night during the City Council meeting, Mayor Baxter, said  "We (council) don't know how much the Volunteer Association took in"!  "We con't know how much balance they have in their account!
 
  Really!!  City Council has no business prying into the Fire Association accounts.

 Leave the Volunteer Fire Association alone and concentrate on your own house!  The street in Windcrest are terrible, street fund is somehow depleted and now Council wants a Bond, probably $5-$10 Million Bond.  Windcrest needs accountability and really need to address their spending priorities.

Character Flaws in Windcrest

Windcrest Candidates with serious character flaws.  Alan Baxter is running for Mayor once again, and Irv Gerrow is running for Windcrest City Council.  Jim Shelton is currently a sitting council member.    You can see from the Ethics Violations attached that these three has serious character deficiencies and should not hold public office. 

All were investigated by the Texas Ethics Commission and assess fines for Violations.  


Baxter, Alan E. was fined some $1,000 for Ethics Violations!

Irv Gerrow,  Go-Windcrest_PAC Treasurer was fined $600 for Ethics Violations!

Jim Shelton, Council Member, was fined $250 for Ethics Violation!

  These fellas don't care, because these fines came AFTER they were Elected!  These three actually Bought the Election.    The Ethics Commission takes Election Violations seriously, however, the investigation and assessing the penalties takes awhile.

  Remember the last time Alan Baxter ran for Mayor.  He won, then a couple of months later filed for Bexar County Commissioners seat.  Just another example of his character.

Windcrest needs Change, Vote Integrity.

Water Board President Denies Existance

 During the Feb 22, 2017 Water District WCID10 Board meeting a citizen commented that the current project for additional facilities on Randolph Blvd was the result the boards own assessment of their need for more space and confirmed by the Raba-Kistner report.  The Water District  President, Ms. Sue Alexander responded to the citizen's comment saying, she has looked for the Raba Kistner report and it appears not to exist.

The entire Raba-Kistner report is the City's web site and available here.


Raba-Kistner was hired to evaluate all the facilities and streets within Windcrest and develop a Capital Investment Program for the City of Windcrest.   Raba-Kistner completed their assessment and provided City Council with a Presentation of their recommendations.

Page 1 of that report, last paragraph, addresses the City Maintenance facilities as being inadequate!  Raba-Kistner recommended a $294,000 addition to the maintenance complex.


Page 8 Maintenance Complex, recommendations:  add 4,200 sq feet of shop space # $70 sq foot to the maintenance complex! 

 Another of the 3 women had asked previously, Why the 4,000 Sq Ft facility?  Duh, read the report!


  Now the majority of the board (3 women) have completely disregarded the entire Raba-Kistner CIP assessment!  These 3 women are of the opinion they know better than any engineering firm and have voted to scrap the prior Water Boards decision to build a 4,000 Sq Ft facility which will cost the Water District a minimum of $105,000 and probably much more.

  It's rather obvious these three women know nothing about what is going on.  They have no desire to do any research or read the reports cunnently on hand.  They simply want to flex their muscle and scrap the entire project because these three think the 4,000 sq ft building was nothing but a large garage.  Read the Raba-Kistner report ladies!

Read Before You VOTE!

This is the fella running for re-election as Mayor of Windcrest, Tx.  His true character is revealed in the links below.  From cursing out an employee, Fire Chief Erick Vargas to the Ethics Commission violations to questionable hiring practices.  Baxter won the election last year and immediately after winning filed for County Commissioner.  That was a slap in the face for Windcrest citizens.  What next?  
  He even appears on a TV interview with Rick Casey and told several half truths, which Mr. Casey uncovered during a later article.

DIY Severance Package

Take notes, this is how the current administration operates.  Copies for another blog:

  Council Persons John Gretz, Pam Dodson, Jake Jacobi, and Jim Shelton, voted in favor of approving a severance package for Police Chief Pabon during SCCM on Sept 29th, 2011. (Rita Davis was absent)
  This agreement in the severance package was drafted by the Windcrest City Attorney and I find this extract appalling:
   (Chief Pabon is the Employee)
“… Employee understands that this agreement not to disclose applies to everyone to whom Employee may so disclose, specifically including, but not limited to all citizens of the City, present and former employees of the City, applicants for any position with the City, and any persons or entities with actual or proposed business dealings with the City.”….(emphasis added)
 Now Consider this:
  1. The Motion was approved Sept 29th during the 3pm council meeting.
  1. The Check was signed and Dated Sept 28th!!!  The day before Council Met!!
Is this not proof positive of a back room deal?  Seems the council meeting and vote was for SHOW folks, the decision had already been made.
  Windcrest needs NEW leadership!  


  What is going on when the City Attorney includes wording in an agreement that even the existence of this agreement can NOT be disclosed to any persons, Specifically Citizens of Windcrest. 

  The same City Attorney denied an open records request for a copy of the Severance Agreement. However, the Texas Attorney General issued an opinion the city had to release the Severance Agreement.

The total cost to the City of Windcrest for this Severance Package was $49,360.27. 

Yes!! Check  was cut BEFORE council voted to approve Chief Pabon’s Severance Package!!!
  Do you think signing a check prior to Council approval violated city finance policies and procedures?

Windcrest WEDC Owns 150+4 Acres in San Antonio

  Often, during conversations, people are surprised to learn that Windcrest is on the Deeds to vacant land which is located in San Antonio.  Actually the tax records reflect City of Windcrest Economic Development Corporation (WEDC). Many people assume the vacant land they hear being discussed is the vacant land adjacent to Rackspace, often referred to as the 111 Acres.  But this is absolutely Wrong.  The City of Windcrest Economic Development Corporation holds the title to some 150+ acres in San Antonio City limits.  I'm Not talking about the 111 acres, I'm talking about another 150+ acres that San Antonio does not collect property tax on because WEDC is tax exempt.
   
  There are 6 parcels for an approx total of 150+ acres still in WEDC name as of July 2013.  The property between McDonald's and Pep Boys (little less than 30 acres) along Walzem Road was recently transferred from WEDC's name to IWANTAOIL, LLC .  IWantaOil then sold it to Walmart as of May 2013.

  However, the vacant property behind this Walmart property all the way to Eisenhauer and north to the nursing home and even 3 parcels on the West side of Eisenhauer are still deeded to WEDC.

 During a recent WEDC board meeting the acting Executive Director said he was working on getting those properties out of WEDC's name because of "liability Issues," but nothing has happened to date.

The original agreement to place the property (then 180acres) in WEDC name was part of the incentive to get Gary Cain and Michael White to purchase Mall (now Rackspace) and the 111 acres.  They get to hold the 180 acres, tax free until they find a buyer, sweet deal.  They found a buyer (Walmart) for about 30 acres so that was moved back onto the San Antonio  tax rolls.  No telling how long before the rest sells.

  The 111 acres adjacent to RackSpace has been purchase by Stafford Properties and taken out of WEDC name.  The Rackspace building is still deeded in WEDC name as Rackspace has a paid 30 year lease on those facilities.

  During a recent WEDC board meeting the WEDC board president asked a rhetorical question "Who owns that property, We do, the WEDC owns it."
